Introduction
Numerous companies have attempted to implement Management of Change (MOC) processes at their facilities, with few obtaining sustainable results.
The onshore regulatory drivers for MOC have largely been OSHA’s Process Safety Management (PSM) of Highly Hazardous Chemicals (29 CFR 1910.119) and EPA’s Risk Management Plan (RMP), Program Level 3 regulations. While regulatory changes lead to a focus on facility & technology change, organizational change is also important to address. But change is much more pervasive as it touches just about everyone in a facility. In fact, it is the very essence of sustainment of everything we do.
